What is driving rents
The trends in the figures
Cheaper areas are rising faster. In the quarter of councils with the lowest rents, rents rose an average of 5.0% in the year to August 2026, against 2.9% in the most expensive quarter. A year earlier the two were rising at much the same rate, about 6.8%.
Most of England is still slowing. Rents are rising faster than they were a year ago in only 61 of 294 councils.
Since June 2026, annual growth has picked up in London (2.2% to 3.5%), the South East (2.3% to 3.0%), the West Midlands (4.4% to 4.9%) and the North West (5.4% to 5.8%); it has slowed in the North East (6.3% to 5.8%) and the South West (4.7% to 4.4%).
Why
More renters than homes to let. Surveyors report tenant demand still rising while fewer homes are being offered to let (net balances of +18 and −14 in August). When renters outnumber the homes available, landlords can ask more, and 44% of surveyors expect rents to rise over the next three months. (RICS UK Residential Market Survey, August 2026)
Rents are rising a little faster than pay. Regular pay grew 3.5% in the year to May–July 2026, slightly less than the 4.0% rise in the average rent in England. So rent is still taking a slightly larger share of what renters earn. (ONS Average weekly earnings, September 2026)
Cheaper areas had more room to rise. In the year to March 2024, a typical renting household in the North East spent 19.8% of its income on rent, against 41.6% in London. Our reading is that where rent takes a smaller share of pay, landlords have more room to raise it, and where rents are already stretched, as in London and the South East, what tenants can afford holds rises back. That fits the cheapest councils now rising fastest. (ONS Private rental affordability, 2024)
London has turned. London’s annual rise fell to 1.1% in January 2026 and has climbed back to 3.5%. The ONS says London was the main reason the UK rate picked up in August. Because London is England’s biggest rental market, it moves the national figure more than any other region. (ONS Private rent and house prices, September 2026)
The Renters’ Rights Act. Section 21 “no fault” evictions ended on 1 May 2026. Some agents argue landlords are setting higher asking rents to cover the extra risk of empty periods and unpaid rent. That is an argument, not yet a measured effect, and because these figures cover every tenancy rather than new lets, any effect would show here slowly. (Knight Frank’s Tom Bill, in Property Industry Eye, 10 September 2026)

A chart of the average private rent over the last five years, for England, any region or any council, ready to put on your own page. It updates itself each month when the ONS publishes. Copy the code, or download a PNG if your site takes images.
About the figures
The rents come from the ONS Price Index of Private Rents, which averages every private tenancy, including tenants who moved in years ago. It is not a measure of advertised rents: a home let today usually asks more, and the index moves more slowly than asking prices.
“In a year” and “in a month” are the ONS’s own change figures. “In five years” is our calculation from the ONS index, comparing August 2026 with August 2021; the average rents are rounded to the nearest pound, so working it out from them can give a slightly different answer.
Figures for small councils move more from month to month than those for cities, and the ONS revises recent months as more tenancies are recorded. ONS publishes these as official statistics in development. There are no figures for the City of London or the Isles of Scilly.
