What is driving rents

The trends in the figures

Cheaper areas are rising faster. In the quarter of councils with the lowest rents, rents rose an average of 5.1% in the year to September 2026, against 3.3% in the quarter with the highest average rents. A year earlier the figures were 6.5% and 6.0%.

Most of England is still slowing. Rents are rising faster than they were a year ago in only 76 of 294 councils.

Since July 2026, annual growth has picked up in the South East (2.9% to 3.5%) and London (3.0% to 3.5%); it has slowed in the North East (6.3% to 5.3%).

Why

Still more renters than homes to let. Surveyors reported tenant demand rising faster for the third month running (a net balance of +23 in September), while new landlord instructions stayed “firmly entrenched in negative territory”. A net balance of +37 expect rents to rise over the next three months: down from +44 in August, but well above the +27 average in the first half of 2026. (RICS UK Residential Market Survey, September 2026)

New lets are speeding up; sitting tenants come later. Rents agreed on new lets rose 2.7% in the year to September, Hamptons says, the fastest since November 2024 and the tenth month in a row of faster growth. Hamptons says higher rents have so far mainly hit tenants who move. The ONS figures here average every renter, including those who have stayed put for years on rents that rarely change, so a jump in new-let rents takes months to show up in them. (Hamptons Lettings Index, September 2026, in Letting Agent Today, 19 October 2026)

The North is still rising fastest. Rents rose fastest in the North West (5.7%) and the North East (5.3%), and slowest in London and the South East (both 3.5%). London has held at 3.5% for a second month, after climbing from 1.1% in January. Our reading: where rent takes a smaller share of pay, landlords have more room to raise it. (ONS Private rent and house prices, October 2026)

Landlords’ borrowing costs have gone up. The Bank of England held Bank Rate at 3.75% in September, but three of its nine members voted to raise it. The Bank says two-year fixed mortgage rates are about 0.95 points higher than before the Middle East conflict. Landlords coming off cheaper fixed deals face higher costs. Our reading: some will try to pass that on in rents. (Bank of England Monetary Policy Summary, September 2026)

Rents are still rising a little faster than pay. Regular pay grew 3.7% in the year to June–August 2026, a little less than the 4.0% rise in the average rent in England. So rent is still taking a slightly larger share of what renters earn. After inflation, regular pay grew just 0.6%. (ONS Average weekly earnings, October 2026)

A chart of the average private rent over the last five years, for England, any region or any council, ready to put on your own page. It updates itself each month when the ONS publishes. Copy the code, or download a PNG if your site takes images.

About the figures

The rents come from the ONS Price Index of Private Rents, which averages every private tenancy, including tenants who moved in years ago. It is not a measure of advertised rents: a home let today usually asks more, and the index moves more slowly than asking prices.

“In a year” and “in a month” are the ONS’s own change figures. “In five years” is our calculation from the ONS index, comparing September 2026 with September 2021; the average rents are rounded to the nearest pound, so working it out from them can give a slightly different answer.

Figures for small councils move more from month to month than those for cities, and the ONS revises recent months as more tenancies are recorded. ONS publishes these as official statistics in development. There are no figures for the City of London or the Isles of Scilly.
