If you rent
- Most renters pay council tax themselves, on top of the rent. Who pays when you rent, including in a shared house.
- Living alone takes 25% off: the single person discount. A home where everyone is a full-time student pays nothing, and on a low income your council can reduce the bill.
- The band sets the bill, so check it before you sign: look up a home’s band, or work out the bill.
Council tax band check
Think your band is too high?
- Your home’s band against similar homes nearby: the same kind, size and age
- What they sold for, and what a lower band would save each year
- A review request for the Valuation Office with the evidence in it, ready to send
- Questions to email the council about a refund and paying it back
If similar homes aren’t in a lower band, it says so, so you don’t risk a review that could raise yours.
Whatever it finds, the £3.99 you pay goes towards a Complete RenterCheck (£6 instead of £9.99), so you don’t lose out. Not renting? Share it with family or friends who are.

- Council tax is the average bill per home: each band’s 2026/27 charge, as MHCLG publishes it for two adults with the average parish charge, weighted by how many of the council’s homes the Valuation Office Agency counts in that band.
- Rent is the ONS average private rent for the council for September 2026. It covers every tenancy, including long-running ones, so a home advertised today usually costs more.
- The bill is before discounts and support. A single adult gets 25% off, students are exempt, and council tax support lowers bills on low incomes, so many renters pay less than the average.
- All homes, not only rented ones. Privately rented homes are often in lower bands than the average home. Measured instead with the band most homes are in, or with Band B against the two-bedroom rent, the order of councils barely changes.
- The City of London and the Isles of Scilly are left out: ONS publishes no average rent for them.
